Sizing is inconsistent

I bought two of the Paradiso Bandeau bras. One in Mandoria and one in black. Both were supposed to be a size small. They both have tags that say "Small". The Mandoria color Paradiso bra fit perfectly. The black Paradiso bra was visibly smaller. I measured the black bra and it is 1.5" smaller on the top band and 1 inch smaller on the bottom band. I tried it on anyway and it felt and looked tight.
